Fair enough I believe that the PC market is still young in India, either way it would probably be a better value to grab the latest gen of cards then, basically for Nvidia the GTX 1030, 1050, 1050ti, and the 1060 3GB are all worth looking at, for AMD the RX 550, 560, 570, and 580 would all be worth a look. Nvidia has  had the power efficiency title for the better part of the decade meanwhile AMD's cards have better performance per dollar but about half the performance per watt, therefore over the life of the computer Nvidia's cards would probably be the cheaper option. I recommend the GTX 1050ti  but, since I live in North America it is a bit more difficult for me to find your prices, therefore choose the option that bests suits your budget,

Is that budget for the card or the gaming PC as a whole?

With an i3?  A 1050ti or maybe an old 750ti.  Anything more powerful will be bottlenecked by the CPU.

Go for a 1050ti, anything better will be a waste with that cpu.

He did also mention the specs of his PC and you never know... if that's the case then I would wait for a good sale and grab a GTX1060 or an RX580.

Some times it's someone building a new PC and he does have a core i3 so I just wanted to double check.

"want to buy a cheap gaming card for my pc   specs here"

"So which gpu i choose."

I don't see how you can think he still wants a full build after that(especially with only $290) but alright lol.

I built a computer of nearly twice as powerful for $270 all be it I incorporated used parts into my build, and with "I want to buy a cheap gaming card for my PC" He could have already assembled a list of the parts for his PC, but have been lacking in the GPU department and then came here for advice. On top of that the GTX 710 isn't wprth half of what he proposed for his budget, therefore I came to the conclusion that he could be building a new computer and just wanted help on finding a good GPU.
