Poor CPU utilization by VLC media player

i recently tried to use VLC to play an MP4 on a loop and it was using only 1% or less of my CPU( a Core 2 quad Q9650 ) and becuase of this it unessicaraly strugled to play he video any idas on what could be wrong

For testing purposes could you install MPC and play the video with that? See if you get the same result?

after installing MPC it seems to be an issue with VLC and not the video becuase MPC and WMP(Windows Media Player) playback the video just fine. i think i already reinstalled VLC once becuase it did this but i think ill just switch to MPC.
