If it's in good condition and you have the correct washers and nuts lying around, it's a good deal and should work fine. 25-30 USD sounds about right for any 240/280mm AIO with missing mounting hardware. That being said, it might make more sense to get a cooler that comes with the necessary mounting hardware from the start. Having the cooler properly mounted makes a tremendous difference for performance.

The warranty is a good guideline for how long an AIO should last but ~5 years is a good estimate.
