WordPress site for Students Admission

I am working or more accurately have to work on a Website for a local school . 
The website is supposed to be an Registration site where students can come, register and pay required fee for their selected courses. 
There is hardly any budget, so I can't get any freelancer to work on it. 
I am thinking of using the paid profile plugin in WordPress.
If you have a better idea or would like to point me in a better direction or perhaps help me, it will be really nice.

The hosting is not a problem. They have the hosting. But all I need is a Direction. ?
