Different Gpu clock speeds and sli ?

Can you run two gpus in sli with each one running at different clock speeds and memory speeds with no issues or performance issues as well ?

No. If you have them linked in SLI, they will run the same on both cards for Speed and memory.

Ok so would you guys recommend for me to just leave the two running at stock speeds because the problem is that one of them is being water cooled but the other is running on air obviously I can't have the air cooled one running at the same oc that I have the water cooled one at because the air cooled one won't handle it ?

You can. When you enable SLI, they will run at the lowest speeds of the 2 or however many you have in the config. So say Card A is Air and Card B is water, Card A gets up to 73c and loses 5% of it overclock due to GPU boost while Card B is at 45c and stays 100% to where you have it OCd to individually. Card B would just adjust itself to match Card A.

They are Titan Xp collectors edition cards so I don't think they will really need to be overclocked to be able to handle any game at 4k with max out ultra settings ?

A single Titan Xp Collector cards (Star wars edition?) will be able to handle 4k on high/max settings. SLI is a dying standard for gaming so truthfully, it is NOT worth SLI these days for gaming.

Ok I understand now. The fastest and best cooled card will just auto adjust and fluctuate with the air cooled card there for matching it's speeds cool I appreciate your help.

Technically they can run at different speeds. Did it for a year with a pair of cards I had.  Couldn’t get full utilization out of them unless max settings on 1080p but then the cpu couldn’t keep up. 

 

 But that wasn’t on purpose and it only did it in one game that I noticed.
