MSI X99S Gaming 7 Post code 60

Hello all,

I have begun building a new system for gaming. The specs are:
CPU: Core i7 5820k @3.3ghz
GPU: GTX 1070 Founders Edition
Ram: 16gb Corsair Vengeance LED DDR4 2400mhz (2x8gb cards)
MB: MSI X99S Gaming 7
PSU: Thermaltake TR2 600w

I've got 2 regular sata HDDs plugged in as well.
I received the last parts today. I put it all together and it turns on but puts out no video signal. The post code shows 04 for about 2 seconds then shows 60 and doesn't do anything else. I know that code 04 is "South Bridge initialization before microcode loading" and code 60 is "DXE Core is started" but I'm not sure what those mean. The code could also potentially be b0 but I'm not sure what that means. Removing all of the ram results in code E0.
I have already tried removing one of the ram cards and tried it in each different slot. I have checked the board and there are no bent cpu pins. I have moved the GPU between the top 2 PCIe slots to no avail. Unfortunately I bought the mobo about 6 months ago so I don't think there's any hope of returning it. Do you guys have any ideas? Thanks in advance :) 

p.s. I have noticed that I am unintentionally vague on forums, if I need to clarify anything please let me know
