Build fr my grandpa

I am trying to make a new build fr my grandpa as his old athlon system recently died. I found an add on my local criagslist and I came across an optiplex 9010 with an i7 3770, 8gb ram, 1tb wd blue. My grandpa doesn't do much demanding tasks as such.. mostly video calling, replying to mails, YouTube and some games like solitaire. He'll also need a webcam. So, I talked with that criagslist guy ND he agreed to trade that PC fr my GTX 970.

My budget is around $300 USD.... suggest me anything better

Or should I get a cheap laptop/Chromebook??

Presuming the Optiplex is is good working order, put an ssd in it and add a webcam.

Have a look around if there is anything more cost effective. I don't know what the used market is like on "Pluto"  but here in the UK you can get this:

 

 

This is $135. Add another $40-50 for a webcam and you're under $200.

 

P.S If anyone notices that I posted the same pic in another thread for someone who wanted to build a server...I AM NOT the seller of this, nor do I know them

I think a cheapo Chromebook Should be more than enough fr him....what do y'all think??

Probably if he's fine with using Chrome OS and not Windows. Does he have an Android phone?

Nope he uses iPhone 7
