Not sure why this is happening but sometimes when I turn on my PC right after the bios screen shows (right before the windows sign in screen) it will go black for like 5 seconds and then the motherboard reboots

 

this didn't start happening till I recently updated windows, and installed new mobo cables could possibly a loose connection with the mobo cables do that? or is it kind of like well if they weren't in all the way you wouldn't be able to boot at all?
