so I was tring to fix my pc thinking it was drivers and this happened look at the hotbar

Are you talking about the weird looking task button next to search?

He's referring to that when he's creating a topic, it has a button to "create a topic"

Having "transparent" tool bars means using complex-ish graphics drivers.

 

When you update, windows usually removes all the sleek looking stuff and replaces it with a bit more bare-bones appearance until you're done updating.
