Changing processor state in high performance power plan does nothing

8700K 4.9 @1.28v

z370 Taichi

Windows 10 v1803

 

Changing the minimum (and even maximum) processor state in the high performance power plan makes no difference, even after a restart. The CPU remains at max voltage and 4.9GHz regardless. Fairly sure this is a Windows bug rather than a BIOS setting because the balanced power plan allows the CPU to downclock.

 

Any ideas for a fix?

if you disabled power states in bios, C1, C3,C6, EIST windows cannot control cpu clocks.
