Laptop Touchscreen not even showing up

This one is driving me crazy, so a while ago the touchscreen was acting up I got pissed and uninstalled it. 

Fast forward to now and I actually re installed windows twice, once from in windows and the other from usb, wiping all the partitions and such.

The touch screen hasn't came back, not even a single hid device shows up in device manager. 

 

I'm unsure where to go at this point, any suggestions?

I have updated all drivers if anyone is going to ask that, tried about everything. Starting to think it's more than a simple issue 

 

Updated bios/cleared it

 

People have unistalled it and where able to reinstall so im very confused
