Upgradable???

If it's not working much, then there isn't anything to do until you get your new parts. As far as unplugging it from the router, that shouldn't change anything.

I need to replace my motherboard, CPU, and ram.  I’m running windows 7 ultimate and i was wondering if windows will recognize the new components automatically or if I’m going to have to jump through a lot of hoops to get this computer fixed?

You'll need to sysprep your drive before moving it over so it doesn't try to load incompatible drivers, but other than that you should be fine.

will i be able to load windows?  I have some files and programs i need to back up. If so will reinstalling windows set it up with my new hard ware?

 

Any advice on how to proceed would be awesome.  I don’t have a problem reinstalling windows again, but i don’t have my mine craft backed up on another hard drive.  I do have two other hard drives.  One is for movies and the other one isn’t being used right now.  Could i format the unused one, install windows then access Minecraft from my main SSD and transfer it to my movies drive?

Don't forget that newer CPUs do not support Windows 7 and will actually BSOD like crazy.

 

Ryzen does NOT support Windows 7, and neither does I believe any Skylake Intel CPU or newer.

If you have a W7 COA sticker on your PC I would assemble the new machine, install W10, and plug in the W7 COA key.

 

W7 doesn't support new CPUs from what I've heard, and W7 updates are near EOL.

You should be able to plug the HDD into another PC and copy/paste the files to a thumb drive.

No, it's not compatible with Windows 7. You may get it to run, but there may be stability issues, and you won't be able to upgrade.
