Can you go into your bios, ensure you have the internal gpu enabled, and boot with the machine connected to igpu?

 

If you can boot using that we can see if the new gpu is even being detected. Most motherboards disable the igpu entirely when any other display device is connected to the primary pcie port, so this might get you to a place where you can start troubleshooting the card.

 

Oh, and you remembered to plug the power cables into the gpu?

What EVGA PSU is this?

 

A GTX 1060 system, usually won't take more than 300W.

you said that nothing happens even when you use an integrated graphics did you plug the hdmi/display port into your motherboard when you did that? because the integrated graphics wont work if your hdmi/displayport is connected to your gpu.
