There are utilities that make the same changes, but realistically they just change the registry the same way you say you've already tried.

 

They shouldn't return after a restart of Explorer unless the keys weren't removed properly (or you have "security" software undoing the changes you make).

 

If you're asking if you can remove those entries from within Windows (a setting or something), the answer is no unfortunately. The changes to the registry are the only method.
