Can you give us more context?

What game? How much FPS are you getting and at what resolution? How much FPS were you getting beforehand?

What are you temperatures?

Yea, fire up something with graphs and get a screenshot of them while under load so we can see how that CPU usage is split between the cores..

Also, you're using something to monitor temps so I should mention the fact that monitoring power usage in programs like this has been causing severe frame drops lately.

I'm into VR and you tend to notice this stuff more.

I was only getting frame drops with afterburner open so I went through everything in the monitoring section until I found out what was causing it and it was monitoring power usage.

Something to look into anyways.

You can uncheck that to stop the frame drops in afterburner and can likely do the same in most similar programs.

That Cpu actually isn't that bad for now. I know its old but why would it only be at 5-25% used. its not bottlenecking it. According to open hardware monitor.

Pls go monitor per-core usage, see that 2-3 cores are at 100% usage while the rest are asleep, and then post the results here so I can prove WereCat wrong and stroke my ego further.
