So I laptop that has a 7700HQ, 1070, and it gets like 200+FPS then drops to 60, it was being capped at 60 and it didn't happen, I'm thinking something is forcing it to 60 then realizing it shouldn't be.

I have Vsync off in game, on the Nvidia experiance thing, GameDVR is off and gameBar. I still don't know why it's doing it any help please?

You could try getting rid of Geforce Experience, DDU your drivers and do a clean install with the latest drivers from nvidia.

Also, you didn't post what laptop (or external display) you've got, but do you play on a screen that support a higher refresh rate? Otherwise why not limit the it to 143 FPS if that solves the problem?

Does you mum know you're here?

I had this issue and temps "looked fine" but the problem went away after re-pasting the cpu/gpu.  Bad contact in a small area was creating a hot spot on the chip that was not registering in hardware monitoring but it was still tripping the turbo temp limit.
