config: AMD FX 8320 , gtx 1050 ti, 16 gb ddr3 , ssd boot drive, hdd, 550w psu, windows 7

I recently switched my graphics card from a r9 270x to a gtx 1050ti. Removed the AMD drivers and installed new nvidia drivers. I mostly play games on this system and whenever I stop giving inputs (say I died and im spectating teammates) I suddenly get a massive drop in frame rate while the audio plays smoothly. This happens in twitch too and to an extent even when watching regular videos using VLC media player. I tried reinstalling the driver, Using a tool to remove the old driver and reinstalling the driver too. I'd like some advice on what to do.

I take it the tool was DDU? (If it wasn't it might be worth while to use DDU)

I would see if the computer is really "idling" when the problem occurs, like using HWMonitor or CPU-z/GPU-z to check the clock speed of the CPU and GPU.

yes it was DDU. I took your advice and it does seem like my gpu just forgets about any running programs and turns itself down until i give it inputs. What do I need to do?

The interwebs doesn't give me much in the way of a solution other than to try a different driver version or use a tool like CCC Overdrive, MSI Afterburner, or Trixx (I've only heard of the second one, and I don't use any of them, so I'm not much of use regarding those :/)
