windows 10 on loop during restoration

Hi everyone I am hoping someone will be able to help me solve this problem. I did a restored on my windows 10 64 bit pc and now its on a loop. I cannot get into safemode or the windows homescreen. I have a macbook and am trying to boot a windows 10 image onto the usb with no luck. There doesn't seem to be a program that will allow me to burn the image onto the usb using my mac. I have tried etcher and unetbootin which doesnt seem to work. Any help is appreciated.

does the looping pc have a hard drive or an ssd? I have no idea how to create a bookable media for windows on a mac, as I have always used windows. perhaps you could use boot camp to boot the mac into windows. If all else fails, you can buy a usb stick with windows pre-loaded:

It has a ssd. I tried using bootcamp but the newer version of OS for mac doesnt recognize the usb.Thank you for the info. I'll try buying preloaded usb.
