Okay, I thought my RAM has been at 3000 Mhz because that's what it said on the box, but now i'm looking in the BIOS and it's saying its running at 2133. I can see that I can change it to 3000 Mhz in the settings, but do I need to mess with voltages or anything to get it there? Thanks!

Change it to 3000MHz, then try booting. If it works, you don't need to change voltage.

If you check the specs on the box for the RAM, it should tell you the voltage, so that's what it has been tested and confirmed to run at.

When I increased the frequency it gave post code b7 and wouldn't boot. Now what?

Boot into the BIOS and either loosen the timings on the RAM or slightly increase the voltage.

If you can't boot into the BIOS, you'll need to reset the CMOS. Check your motherboard manual to see if the board has CMOS reset jumper pins. If not, remove the CMOS battery for a few minutes.
