what's the minimum cpu / gpu requirement for 720p 60fps 3-4k bitrate?

intel and amd/ nvidia and amd?

 

I have a laptop that's running 4770hq and gtx870m. 

i think both are capable of the job, but the problems is that my laptop overheats.

Does gpu encoding usually talk less overall load than cpu overall?

A few years ago, I heard that the quality of gpu encoding is worse than the quality of cpu encoding, is it true?
