Free VPN installed with google chrome?

I just opened google chrome and for some reason this just popped up. 
I never installed any VPN on this computer before nor have I explicitly chosen to download a VPN from Google's chrom store. I only downloaded Ad-Blockers from google chrome's store thing. 
What is this and why is it here?

If you use a google account for chrome any chrome extension you have installed on any computer while using your google account will be auto-installed when you log in.  You have to go remove it from you apps list somewhere.
