Building a 2,000 dollar gaming computer

Hi all. I'm selling my old car and have a budget of 2,000 dollars and I'm looking to buy a new computer. 

I already have mouse, keyboard, and monitor covered. I just need the specs for a new computer, including case. 

I will primarily be playing overwatch at 1080p. I know some may think this is overkill, but I will be buying a 240hertz monitor and playing on high settings, and I would like my game to always remain above 240fps to minimize input lag.

Any special requirements? E.g. lot's of RGB, maybe you like a certain case or cooler, brand preference, etc.

Can't guarantee this 100% of the time, especially if you play more demanding titles. If you get a g-sync monitor though it should matter too much if the FPS dips below 240

which country? need os? i'd recommend going 1440p 100hz+ instead of 240hz 1080p.

I would pretty much only be playing overwatch. I know it can't be guaranteed 100% of the time, but I would like to achieve above 240fps around 99% of the time. If it drops below 240, it messes with overwatch input lag which messes with my aim. That's part of the reason as to why I want such an expensive computer. 

Most pros and high tier overwatch players go with 240hertz 1080p, and I want to really master the game so I'm going the same route.

That will do the trick perfectly. With that, if you want to, you can upgrade to 1440p and get well over 144Hz. You can also get decent frames in 4K.

Worse gaming performance. And a 4 ghz 1700 with a B350 board is just asking for trouble...
