Is my pc underperforming?

my pc specs are:

 

CPU: Intel xeon X3430

CPU cooler: Bequiet pure rock slime 

Motherboard: MSI p55-gd55

GPU: XFX hd 7950 black edition

RAM: 12GB

OS: Windows 10 pro 64bit

 

When i first build this pc my ``heaven benchmark`` hit 80FPS but now i can`t get 50 FPS both of those benchmarks were at high settings.

Even minecraft runs``slow`` at  75fps at best. Even a old laptop can get more than that! If fortnite is at high settings it doesn`t get higher than 50fps (Vsync is off all the time.)

My pc is not dirty, it`s all clean.+ i`ve overclockd my CPU to 3,1Ghz 

When my cpu is at full load it gets a max temp of 67C my gpu gets 76C, its a little bit hot but the xfx coolers are not that good...

I don`t understand why this is happening...

I have the latest GPU driver, can cpu-z tell me what version of chipset i have?
