So if I am using a GTX 1080 TI on a 4K monitor with 60 hrtz. If I drop the settings from 4K down to 1080p will the hrtz go up like 144hrtz but staying with 4K items just lowering the quality options.

Refresh rate will stay the same no matter what resolution.

No, the monitor has a maximum refresh of 60hz. While you can probably produce more frames, they won't be seen on the monitor.

yeah, I should've also stated if the monitor is natively 144 hz
