As with natural languages, there are those who become fluent with ease and those who have tremendous difficulty. It's not a matter of intelligence. Education only plays a small part. The ability to quickly pick up programming languages is a talent. Likely it is related to how easy an individual finds it to transit different abstractions of a given circumstance.
