help Need help with a video issue.

Hello I am trying to get help with a problem that I am having when watching videos online or using remote play for my PS4.

When I start watching a video or stream the image keeps getting cropped at the edges, and I can't fix it, I have tried changing the scaling and have checked to see if it does the same on other browser and it does.

Please can someone help?

For information

I am using a 24" TV as monitor, and my graphics card is a R9 270. 

Windows 10 64bit,

all updates and drivers for windows, Radeon and bios up to date.

overscan. run a lower custom resolution.

The TV does not have a Overscan setting, also the resolution it set to default 1920x1080i. I tried lowering the resolution to 720p but that did not fix the issue.
