HELP with computers’ CPU Usage

Hi, having a bit of trouble with a recent PC I built and I felt this was the best place to go. Here is a link to my build: https://pcpartpicker.com/list/NfZqkd

Essentially my computer is working too hard for the tasks it’s doing. When I open OBS I get at least 50% usage (with no recording or streaming turned on). However, when I open stream LABs OBS (suppose to be less taxing for your cpu) it jumps up to 100%. This obviously doesn’t make sense, since I have an older pc with lower grade part and it works better than this.

I’m getting a better radiator, to test if it thermal throttling, but I doubt it. I believe it has something to do with the motherboard or the CPU may be damaged.

If anyone has any ideas, I’m open for trying them. Thanks

is anything using CPU more than standard in Task manager you have probably checked already but ehh, have you instaled drivers for it? you could get RealTemp or something to check CPU temps.
