Can't choose prefered GPU

So I have two GPU's in my system, both from nvidia.

The nvidia control panel is supposed to let me choose which of them I want to use for which progam, but nomatter which one I choose, every single progam and game only runs on my "main" gpu. 

Why is this?

i7 7700K @ 4.8 Ghz (Kraken x52 aio cooler)

EVGA GTX 980 SC

Gigabyte GA-Z270XP-SLI Motherboard

EVGA SuperNOVA 750W G2 Power Suply

How did you quote something you didnt even send yet... its like a paradox...

im no expert, all i can think of is trying to solve this issue by reinstalling the drivers of both cards if you havent done that already.
