So I'm running with 8gbs of ddr3 RAM, a GTX 1050ti, and an X4 860k amd.                              

I see countless people on youtube running Battlefield 1, Rainbow six siege, Fortnite, ect...with really high fps and no dips in frames,

However, my frames are always in the low 40s and high 30s with drops to 20s on low settings..anyone know why?

Seige is a CPU hungry game and the X4 is an old chip that really isnt good. You are being bottlenecked by this chip. That is your issue.

Well you will need DDR4, the faster the better. Whichever motherboard you go with, make sure you get ram on the QVL for the board. Ryzen is picky with its ram so its very important to do this step.

Since you have an x4 860k chip, thats on an old platform that does not support Ryzen CPUs. You will need to get a new motherboard with the Ryzen 5 1600 and the RAM.

16gb is what I recommend. But at the cost of RAM currently, if you only game, you could likely get away with 8gb.
