It should be safe so long as it's mild. While you're doing that, you might do well to consider replacing the stock thermal mayonnaise.

Safe and worth doing. Make sure you know how to do it in laptops (via MSI AB, technically overclock but limit max voltage)

Not all GPUs can be undervolted out of the factory though. Some require modded BIOS.
