There isn't much software and its really inaccurate, you would need to buy a voltage meter and plug in the computer to it and the other end into a power plug.

If you have a corsair PSU you could use corsair link, but as Vandorlot already said that isn't as accurate.

HWInfo64 can get kind of close depending on the hardware in your system, but no software is gonna be accurate. When I plugged my Kill-A-Watt into the wall and plugged my PC Into it, I noticed that it would vary between the two as much as 30W at a time.

um idk where it says the wattages

CPU+SOC wattage.

 

Doesn't show wattage for your GPU or any other components.
