Older i5 (6th or 7th gen) with 8GBs of RAM, and the largest SSD you can find. I'd personally go with an ITX system, but that's just me.

Then go for a used business machine, i5 or i7, should run $200-300 CAD, there's a ton of them, just add an SSD or Hybrid Hard Drive, should work fine.

...why? Ryzen is more than fine, and has double the iGPU performance if it's ever needed.

And the used business machine will work fine, CPUs don't advance very fast anymore, and doing web browsing/video playback doesn't take much of anything.

You should consider a used 2500K system or something similar and just add an SSD and overclock the CPU. It would be more than adequate for your purpose.

Either system would work very well for what you are looking for.

 

The one thing to note with mine is that I believe the case is on sale right now so it may go up in price, it can be swapped out for a different case if needed.

it just means some older boards might not be updated for the 2200G yet, just order a boot kit from AMD and do the Bios flashing yourself if that's the case.

The M12 would do just fine for a low power build like this. There should not be any kind of load that would warrant the use of those protections. A CX would be better as long as the OP gets the 2017 version and not one of the older ones by mistake.

 

I don't see how skylake isn't a good option for this build. This is basically light office work and a Pentium or i3 could do the job. I chose skylake because of the cheaper motherboard than z370 and better stock IPC than the Ryzen in adition to being a bit of an older CPU they are cheaper (could even snag a used one off of ebay for less than that). Ryzen has the GPU advantage but for just streaming videos a powerful GPU shouldn't be needed. Granted, my motherboard is expensive, would be better off with this one.

If my memory serves the older ones had reliability issues with the primary filter caps popping when it got hot.
