I have recently purchased an RX 480. It is confirmed working. I have the Armor OC 4 GB edition. When I plug it just into the pcie slot with no power, my integrated graphics will work. When I have the 8 pin connector plugged in, nothing works. All fans spin but thats all. My board is a stock dell Vostro 260, and my psu is a 550 watt supply. I think it is a knock off type psu but it is a trusty one that has never given me problems. I have recently upgraded from an EVGA 550 TI.

Who confirmed that?  Do you have a friend to help test it on a different mobo or power supply?

Are you plugging into the gpu or the motherboard?

Did you buy a mining card? If so you might need to flash the BIOS back to normal.

Ensure your GPU drivers on your PC from the Nvidia card are completely gone using DDU found here:

Once that is complete go through the process of installing the new AMD GPU.  When you plug the card in with all the power connectors etc.. windows should assign a basic display adapter driver for the card from there you can install the AMD drivers online.   

 

Ensure you don't have any display cables plugged into your MOBO slots (HDMI,DP,DVI ETC)  and ONLY into the AMD GPU.

I think you are making a very VERY basic mistake here

 

a)    Do you have the HDMI/DVI etc plugged in your motherboard or the GPU? if its in the motherboard,take it out and plug in the GPU

                     x- If you have the monitor input cables plugged in correctly, or if this suggestion does not work then -x

 

a.1)   Uninstall previous Nvidia drivers (either manually or via a software) then install Amd drivers or just reboot with GPU installed

 

b)  If you bought the card used (second hand) Flash the bios or if you are not savvy enough, get someone else to do it..

The seller showed me it working in person. I plugged the gpu into the pcie slot, with an 8 pin connector installed into the GPU

I have tried manually uninstalling, I will use DDU and unplug my hdmi from my integrated graphics. Do you reckon it could be because my bios doesn't support uefi? I have updated it to Dell A10 (the latest 2013 BIOS)

No, I used DDU and everything. Nothibng works when power is hooked up to iy. When no power is hooked up the keyboard and mouse light up. When the 8 pin is inserted nothing comes on. I think it could psu.
