I have an HP Elite 800 SFF PC which has the Intel Core 2 Duo E7500, 8GB of RAM, and a 1TB 3.5 inch hard drive. The power supply for this computer can provide only 240 watts, that is ok for now although if I added a GPU such as the AMD DMS-59 would the system be able to handle it? Also what could happen if the power draw of the system is over the rating that the power supply can give?

dms59 is a connector type, not a card model. It's found on basic cards provided by OEMs. You need a breakout cable to adapt dms59 to vga (or dvi)

The GPU which I want to add is the Radeon HD 3450 GPU which has the DMS 59 connector type, sorry for the confusion.
