Dog got tangled in headphone cord and ripped the front of my pc off and destroyed my headset wire. Not saying it was good, Arctis 5 cord tangle so easily. . It worked fine. Then I shut it down to fix the fan that wasnt working. Once fixed I noticed it does not boot. Everything is plugged in fully. I dont know what to do.

What are you using to turn it on? Power button, or are you shorting the header?

Follow the power button's cables to the motherboard. There should be 2 connections onto little metal sticks called "headers".

 

Pull the plastic parts connected to the button's wires off the mobo (remember the positions).

 

Use a screwdriver to make a bridge between those two pins. That should power it up.

Its cool man, anyways perhaps that fan you fixed has a motor issue and is drawing too much power from the MotherBoard so failsafe is activated and it wont allow you to boot.

 

Try this: Unplug fan, then unplug power cable from PSU. Leave PSU switch "ON" and hold power button for 5 seconds, then tap a few times. This should bleed any excess charge from the PSU capacitors. Then flip PSU switch "OFF" and plug the power cable back in. Switch back "ON" and try to fire it up again.

@Aubinstein Also this ^. Your power button may have been damaged by the dog and may no longer function.
