If there's 2x 8 Pin power connectors then you need to put 2x 8 pin PCI-E power cables into it.

Edit: the reason why 1 of the fans isn't spinning is because of the lack of power. You need to give the card as much power as it needs.

If the GPU has a requirement for 2x 8 PINS then you need to fill those.

Your PSU should have several GPU/PCIE connectors -- some are 8 PIN others are 6 + 2 PIN.  Either of those are fine -- just make sure when you plug in the 6 + 2 that you are using all the connectors/PINS.  You'll need them all for the required power.

If you only have one 6+2 or 8 PIN -- then you'll need to get a Molex or SATA power to 8 PIN adapter.

Don't you have 2x 6+2 pins on your PSU?

Unfortunately no. It is 700w though so i am confident about the firepower.

The cpuidn hwmonitor doesn't detect a second fan...

If a card requires 2x 6+2 and your PSU doesn't have it then it means your PSU can't handle it. So tl;dr, either get a lower power GPU like a GTX 1050Ti or RX 460  OR get a better PSU and keep the GPU.
