What do you mean by start fresh? Buying another copy of Windows is kind of out of the question for me as the system already costs quite the large amount.

I would take all your files and software and back them up to an external drive of some sort and then take your current product key of windows and freshly install it on your custom rig then restore all of your files.

I’m currently saving up for a new custom desktop. I currently own and use an HP laptop with an SSD in it (I put the SSD in and still have the hard drive) My plan for the new system is to take the SSD out of the laptop and migrate the OS onto an M.2 then wipe the ssd and put it in the system along with the M.2. I’m not very informed when it comes to operated systems and software in general and was wondering if by moving only the OS it would also bring along some of the annoying stuff my laptop came with (such as HP support assistant) or if it is a custom version of windows. I also hope to take some select programs from the SSD and put them on the M.2 and want to make sure this won’t cause any problems. I plan on doing all of this with the software MiniTool partition wizard. If anyone has any info, tips, flaws, or a better program to use when doing this please let me know.

I strongly recommend starting fresh in the new system. Just backup everything you need.

Then change it to fit OS. Laptop and other prebuild systems lock their OS to mobo. It won't activate on your new mobo.

You can migrate OS to your M.2. drive with MiniTool partition wizard. This feature will clone all system required partitions to the target drive, including the system reserved or EFI system partition, and C:. That is to say, programs and settings will also be cloned.
