So ill be building my pc soon, and ill be making videos for youtube. I saw gpus are good for rendering too. So lets say it like this. A gtx 1060 3gb vs ryzen 5 1600 6 core in sony vegas pro 13/14/15 1080p 60 fps video rendering.. what is faster? What is better?

GPU is going to be quicker for the rendering aspect. This is why you'll see rendering PC with like SLI 1080ti, SLI titans, and other hefty configs.

Osmium: NFC Skyreach 4 // i7-8700k (delidd) // GTX 1080 // 32GB DDR4-3200Mhz // 1TB 960 Evo M.2 // 1.1TB MX300 m.2
Peripherals: Razer Blackwidow // Razer Orbweaver // Razer Kraken // Logitech G502 // Logitech K830 // LG 34UC88-B

Usage: Adobe Lightroom // Adobe Photoshop // Web Dev // Recording Gameplay // Video Editing // Portable Gaming

Sony vegas pro will still not use gpu for main rendering, but to accelerate certain processes. Video rendering still depends on the cpu, but gpu can accelerate some effects or grades. The best option would be both the 1600 and the 1060, as the r5 1600 would do most work, but if you plan on doing heavy effects it can help a little. There are a few codecs that favour gpus for rendering, but youtube likes more h264  and h265, which are more rendered by the cpu.

People argue that x264 provides better quality than NVENC or QuickSync because the latter two are fixed functions which limits things.

But really, if you can, encode using either and see what looks best to you.

(Almost) Always a GPU. A GPU will perform rendering at a very fast and efficient speed. Especially if it is a 1060 or above (The 900 series works too, but 1060s and above is where its at). I also noticed you want to do 1080p 60fps. In my opinion, you might want to aim for at least a 1060 6GB OC edition, as it has double the GDDR5 memory (So it can be used for more "intensive purposes", such as rendering in this case).

But not rendering video, but 3d generated stuff. Gpu is not good for re encoding videos, what seems to be the OPs main concern. It seems like the OP wants to be the next big gaming channel, and so wants to render prerecorded video with effects, not render something in blender.

I shoot and edit weddings. So I like to think I know what I am talking about when it comes to encoding.

Video rendering is still currently, very CPU intensive, especially when it comes to h.264 rendering, barely anything is done on the gpu for that. You need to find out if Sony Vegas has any GPU accelerated capabilities. I use premiere and it has CUDA and OpenCL GPU acceleration that makes rendering certain effects and stuff easier, but you need to find out what works and what doesn't.

Based on my experience, you don't need a beefy GPU to get a noticeable difference in your video encoding, I know people who have 1080ti's but similar specs to mine and their render times are the same. What GPU's are helpful for are accelerating effects rendering, but not for final encoding. You will probably get a bigger jump in performance if you switch to an all SSD config for storage, cache, and rendering instead.

H264 or something is cpu? Or gpu

H.264 is, grossly simplifying it, an algorithm for compressing videos. x264, NVENC, and QuickSync are/have implementations of it.
