2. It's likely the bootloader partition, so if you remove it, you can't boot into Windows until you run a utility to make a new one.

Typically system drives are files/folders reserved for re-installing everything should the master partition become corrupted (you find this most often on a name brand system, Dell for example) but some of the latest systems also use it to verify the OS is "real", so wiping it out makes a hash of everything, so best to just leave it alone.
