Questionable CPU behaviour

So,

one of my friends had recently some issues with his computer and while helping him I did some Benchmarks. While doing the benchmarks I noticed a very wierd behaviour. When his AMD FX-8350 hits 65 °C the core frequency drops to under 1,7 GHz until it cooled down to ca 55 °C at wich point it goes back to about 3.6 GHz until it hits 65° again and his GPUs (A GTX 660 from an unknown brand) core frequency drops as low as 100 MHz, even under full systhetic load (Aida64). I've already updated all of his drivers and did a Bios flash.

Sounds like VRM throttling. 65 is pretty toasty for a FX, but not throttling levels yet. My bet is that the motherboard's VRMs are protecting themselves.

The official max temp for the AMD FX-8350 is 61 °C, so the thottleing explains itself. But the problem I have, is that the Core fequency of the GPU dropps with the CPU regardless of the temperature/load of the GPU

It doesn't throttle to less than half of it's clock speed at 65C. Thermal throttling is more gentle than that. It feels more like a complete power cutoff to the board.

 

Again, which mobo and which CPU cooler? Add the PSU make and model as well. Gotta know as much about the PC as possible. Just symptoms won't do.

The MoBo is a generic nameless Motherboard (Really, I checked: No name in the Bios, On the MoBo itself, even software doesnt show the name; Yes it has no VRM cooling, but the VRM's stayed at a cool enough 53°C) and the Cooler is a stock AMD cooler, both will be replaced. But that still not the Problem, its the GPU that seems to throttle with the cpu (Even on another Motherbard)

53C on a generic board without VRM cooling? How did you measure that? Not with software I hope?

I own a Cat S60 wich has a thermal camera wich has prooven to be accurate enough
