At one point EVGA had B stock new classified cards for $199. With the shortage the prices have jumped a bit on eBay but places like r/hardwareswap you can find used/like new ones for $300-$400

Unsure about the local prices, however the 980ti's in where I live are going for 800 bucks. I hope you can find a better price considering the GPU market has gone bonkers.
