HD7950 + What CPU?

I'm looking to build a few rigs with some HD 7950s I was able to pick up at decent prices before the mining boom. I'm looking to stay with DDR3 RAM, so I was thinking of going with some older i5's. Would a 2400 max out the GPU okay? Or would I be better off going with a 3470/3570? Or should I be looking elsewhere entirely?

Probably fine some old business machines with i7s and upgrade the PSUs if possible. i5s are too weak if you're going to be spending money on it.

Or just an R3 2200G if you want an upgrade path, RIP DDR4.
