Yesterday i had a trouble that there was low voltage on the outlet so my pc turned off after that i had to restart the cmos memory in order to make it boot again but since that my bios is not saving the configuration and because of that also my FX 8320 runs at 1.68 ghz because of Cool n quiet and i cant disable it. How can i save the configuration? I already tried changing the cmos battery. My motherboard is a MSI 970 Gaming

So, you already resetted the CMOS? Maybe go into your bios and then of settings, maybe somewhere a energy saving mode is activated

The multiplier isn't correct in speccy, maybe try CPUz. At the first picture it says it operates at 17.5 and not 8.5 also try putting it under load and then look at CPUz what it reports

already tried to put the cpu in throttle with prime95 and checked the clock speed at amd overdrive and it also says 1700mhz.
