[HELP] System lag/stutter when loading games/intensive programs

Ever since I reinstalled Windows 10 I have been having this issue where my entire PC would lag and stutter for 5-10 seconds when loading up a game/loading screens in games and when tabbing in/out of the game. Essentially my frame count drops to like 2 fps and I'm barely able to move the cursor and any audio in the background wheter it be discord or spotify stutters until the system recovers and starts working porperly again after 5-10 seconds. Also when joining a discord call all my peripherals get disconnected for a few seconds before coming back to life. I never used to have any of these issues  before reinstalling Windows and I'm running the same drivers on the latest windows update. Any suggestions would be appreciated

It's pretty much normal for loading screens unless you have a high end pc
