It's generally a better idea to hold it rather than mash it. Some PCs that have fast booting options enabled won't go into the BIOS unless it's held down during boot.

If you're on Windows 10, you can go to Settings -> Update and Security (or whatever it's called) -> Recovery -> click on the "Restart Now" button in the "Advanced startup" section -> Troubleshoot -> Advanced Options -> UEFI Firmware Settings
