Explination of issue:
For past three months my GPU has had huge overheating issues, likely due to it's age and extended use. Saturday original GPU (gtx 770) kept repeatedly crashing once I was able to select the windows launch options just a few minutes after running. Since I was unable to reliably change my PC to use on-board graphics through the panel due to the crashing, I decided to take my GPU out. -- I bought my PC pre-built and found out that the GPU was completely stuck in the PCI-E slot on the motherboard, where the butterfly lock holding the GPU in place was completely stuck. After a long period of time I managed to get the GPU out, breaking the butterfly lock in the process. The amount of force I applied to it, I suspect might have damaged it somewhat. 

 

I tried reseting BIOS to hopefully have it select intergrated graphics by default. The PC turned on, the fans spun, but no monitor output on all different cable configurations I could possibly try. My guess was that I failed to reset BIOS. Since my graphics card was dead, I bought a gtx 960 zotac from a local seller the day after, and quickly installed it properly. The issue now is quite different. When I power the PC on, the CPU, front and back fans run, except the GPU ones. The GPU fans have a moment of spin as the system is turned on and off, but otherwise remain completely still. (I'm aware that some GPUs don't spin fans unless it reaches a certain tempeture, but this is not the case.) Since the GPU wasn't 'running' there was no monitor outputs either. 

 

Things attempted to fix the issue:

Reseting BIOS originally for on-board graphics.

Going over motherboard manual to make sure all of the connections were correct, ect.   

I connected the speaker to the motherboard in attempt to hear the signals, but it made no sounds.

 

Complete system specs:

Intel i7-4770k (default clock)

Gtx 770 / Gtx 960 Zotac

Motherboard: Msi B85M-E45

4x2gb Corsair Ram

Coolermaster 500 watt PSU

Windows 10 64bit operating system

Any help would be greatly appreciated!
