I got a problem with my pc.

sometimes the pc won't start.

it's doing a boot loop Start\Stop\Start\Stop.

and won't turn on.

 I thought that was the PSU doing the problem so i replaced it with another one i got at home.

now I got a strange problem, my pc doesn't respond to the power switch. I tried to short the green wire and the PSU start spining.

but got no response from CPU and GPU(CPU fan not spinning)

 

maybe it's the MOBO making all my problems?

 

Cpu: Intel i5 2500

Motherboard: gigabyte h67ma-d2h-b3

Graphics card: Asus GTX 750TI

Ram: 8GB 1333

See if it responds with the CPU power removed. If it does then you've likely got a broken motherboard/CPU.

i unpluged the cpu cord and tried, still not responding.

if i short the green wire it's start spinning but nothing else.

I know what you are talking about:
just last month i would turn on my pc and the fans would turn on for a split second and then turn off and on again.

my specs are pretty similar to yours, i have an i5 2500 and a gigabyte h61.
I searched a lot of forums and it is apparently a problem which many old gigabyte motherboards had.
You could try switching out the memory or using different dims, it worked for me.
