I currently own a Dell XPS 8700 with

Dell micro atx LGA1150

Intel I7 4770

32gb ddr3 1600mhz ram

Nvidia GTX660 1.5gb

256gb m.2 os  SSD

3tb seagate HDD

the crappy 460watt psu

I was going to get a new case, power supply, aio cpu cooler and video card and was looking at

Fractal Design Focus G Petrol Blue ATX Mid Tower Computer Case

EVGA BQ Series 650W Bronze Semi Modular Power Supply

Intel BXTS13X Liquid Cooling Thermal Solution

Gigabyte AORUS GeForce GTX 1060 6GB PCI-E w/ DVI, HDMI, Triple DP

Am I going about this the wrong way? I want to reuse the motherboard, cpu and the ram as new ones of those would eat through my budget. I just want to know if I should get a better motherboard, cpu and ram or keep what I have for now and upgrade what I already budgeted for?

Don't bother with an expensive cooler, if yours is too loud then you can get something else, but it doesn't need to be expensive/high end. The focus should be to get a new GPU and a new PSU. A new case is optional. But also don't get an EVGA BQ as they're pretty mediocre. Anything >=450w from tier 3 or above on the PSU tier list in my signature would be good.

Just check to see if your motherboard is a standard ATX format or if it's BTX. If it's BTX then you can't replace the case without replacing the motherboard. (EDIT: it looks to be mATX, so you can use any case -- but just double check)

I figured the case would be a good upgrade as the XPS case has 1 92mm fan in the rear, and no mounting for any other fans and virtually no room for a larger cpu air cooler unless I want to run it with the side panel off. I clean the case once every 3 months to unclog all the dust from inside but thought a bigger case with better ventilation and more fans would help with getting the temps down.

So don't get the cooler but keep the stock intel cooler?

What is wrong with the evga bq? What would you recommend instead?

Is the video card a good choice?

The stock intel cooler and even the poor airflow of the 8700 should be fine for a 4770 and a 1060. Maybe the case air flow is worse than I'm thinking, but anything under 80ºc is perfectly fine for sustained load CPU/GPU temps. So if the airflow is worse than I'm thinking, then you can upgrade the case (or if you just want something that looks different). The only reason to upgrade the CPU cooler is if you want something quieter.

The EVGA BQ is just electrically mediocre. Like I said, check the PSU tier list in my signature and aim for anything in tier 3 or above that's >=450w (the best choice will depend on regional pricing).

The GPU is a fine choice.

It'd be a waste to use that cpu cooler on a locked intel cpu with around 85 TDP. However the stock intel cpu cooler is trash so something like this would be more than enough imo: https://www.newegg.ca/Product/Product.aspx?Item=N82E16835103099

Sennheiser HD600 Logitech G304 White Anne Pro 2 LG27UL500

Ryzen 5 3600 + MSI B450i Gaming Plus AC in Fractal Design Nano S

I was thinking the intel liquid cooler because when I can upgrade I was thinking an intel I7 6790k, new motherboard and ram maybe next year but that cooler will work with lga115x and 2066. That way it may be a waste right now on this cooler but when I can upgrade my cpu, motherboard and ram I don't have to run out and buy one for it. Using what money I can spare to also prepare for what I can also upgrade later and also keep this older workhorse running until I can do it later down the road

So I got the new case, fans, gpu, psu and the cooler. Would upgrading the motherboard make a difference at all? I only ask because I can't afford a new cpu or the ram to go with it but have found deals on some msi and asus z97 motherboards for around $80 to $100cdn and don't know if it would make a huge difference in performance that would make it worth even doing?
