hi! im relatively new to overclocking my graphics card and im not too sure if im doing things right and i also have questions about things. i have a msi GTX 660 ti pe. and currently im running my graphics card with +50 core voltage, power limit 114 core clock +140 and memory +300. it seems to be fairly stable.my question is, am i doing things right? i just adjusted things until it was stable and also how much can i raise the core voltage before its deemed unsafe?

Stress test and game test for a minimum of 6 hours before you consider an OC stable, that way you avoid any surprise crashes.

You did everything right so far. I'd install Unigine Valley benchmark and raise up core clock and RAM clock step by step. You overvolted already a bit so leave this (under air the volting isn't the downfall criteria for this card).

Take your time and do it slowly, that's the key for a stable OC. Crank up and run a benchmark. When you run a benchmark and you start to see artifacts you know you have reached the limit of your GPU. Then reduce it until there are no artifacts anymore and then... there you go.

If you OC too hard you will struggle with reboots of your OS.

Always run a good hardware monitor like MSI Afterburner or EVGA Precision X combined with GPU Z, to have an overview of all critical aspects.

One last thing when it comes to OC. We are all part of the silicon lottery. That means if you have the same CPU/GPU than your best friend and use the very same hardware, does not mean you are able to achieve the same results. Every batch is different and the manufacturers only have to guarantee you the basic speeds.

I hope I could help you here, enjoy your OC.
