I have a 36" vizio soundbar hooked up using 3.5MM audio to my PC for sound, and when im not playing anything i hear this hiss, this is what it sounds like

and its just getting on my nerves, is there a way to eliminate this?

Could be a bad cable, have you tried connecting it with something different? Also, I'd recommend you upload that sound to YouTube, and then link that in your post, I for one am not willing to download random files from a forum on the internet from someone I don't know.

i used a 3.5mm to 3.5mm connector instead of 3.5mm to RCA, and it works better...for now

Probably just a crappy cable, I had a vizio sound bar hooked up to my girlfriends computer using an 3.5 ---- rca no issues. 

 

If the problem still persists  even with a brand new cable I would suggest getting an external (cheap) usb soundcard which should take the audio processing off your mobo preventing any electrical "noise" from your mobo interfering with the audio processing and in turn you hearing that amplified through speakers.  They make higher end DACs but they usually start around 75.00-100.00$USD.
